Hoy, hablar de participación, de democracia, de ciudadanía, es un lugar común, pero, vivirlas, es tan lejano, como los días en que se podía caminar por las calles tranquilo. No existe político que no centre su discurso en la “necesidad” de la participación de la gente en la política, y ¿por qué coloco necesidad entre comillas?, porque el concepto de participación (ciudadana), en el discurso político, es vacío.
La participación ciudadana se ha instalado, en el discurso de candidatos y candidatas, porque vivimos una crisis de legitimación de las instituciones de la democracia participativa, es decir, nadie cree en la gente que hace política (más bien, en la gente que es candidata, porque hacer política es otra cosa), sin embargo, tiene la obligación de votar cada tanto.
En este escenario, las ideas sobre una democracia profunda, en la que todos y todas podamos participar, más allá del voto, se volvieron interesantes, hasta potentes, pero, lamentablemente, hoy es una ambigüedad provocada por la falta de interés en torno a lo público, y por la falta de mecanismos que permitan su implementación.
Hablar, hoy, de participación y democracia, en un país como el nuestro, se reduce a la formalidad del rito de elegir o ser elegido, lo que provoca que la democracia y la participación pierdan legitimidad, distanciando a las personas de la posibilidad de reflexión y acción política, vaciando todo sentido de transformación y excluyendo a la mayoría de la población de la toma de decisiones sobre su vida y su futuro.
La literatura científica sugiere que la profundización de la democracia se da a partir del complemento entre la democracia participativa y la democracia representativa, sin embargo, cómo se puede hablar de complemento, cuando la democracia participativa, prácticamente ha desaparecido, y la democracia representativa languidece. Es imposible si quiera hablar de participación, cuando la representación no representa a nadie.
Una democracia fuerte (en otro momento podemos discutir filosóficamente sobre la democracia occidental) exige partidos políticos fuertes, que formen cuadros políticos capaces de leer la coyuntura en la que vive una sociedad, partidos que tengan la capacidad de formar militancias que se eduquen en la doctrina y la teoría que envuelve los ideales sociopolíticos y económicos de cada partido. En nuestro país, democracia y partidos políticos fuertes es un oxímoron, pues es difícil nombrar uno que cumpla con la simple condición de tener procesos de formación, o de, por lo menos, candidatizar a militantes que sean de sus filas, y no a terceros o militantes de último momento.
